Mike - some breakers use fasteners which are not stainless but rather are plated copper alloy (hard alloy). Torque value is actually surprisingly low on these fasteners - last time I read that info it was in the Mil Spec referenced on those sky-high expensive Klixon breakers. Seems to me it was something like 80 inch ounces. This is going by memory, so please don't treat it as gospel. Much better to go look up the Mil Spec and get factual information.
The short answer is you can overtorque them with a regular screwdriver if you have very much grip strength.
