According to the story (at this link), the FAA say that I was supposed to get certified to build my plane???

At least the story did say the following....

"FAA officials said home built planes do not have a higher crash rate than other aircraft and that two crashes in three months is "not really that unusual."

I think that is just another example of an article being written with incomplete or inaccurate information.
