Default Elevator balance

My elevators are pretty well balanced when not connected to the pushrod. But when I connect the elevator horns to the pushrod, something along the pushrod/bellcrank/control stick assembly is out of balance and the elevators naturally fall downward. Is this normal, acceptable, or is there a procedure to balance the entire assembly?

Phil,

I think that's normal. Mine tilt forward when not in use. As long as they're balanced without the attachment, I think you're fine. And you'll have to rebalance the elevators after paint anyway.
