In my opinion, probably not. The pop rivet will swell first and, once it has swelled to fill the drilled hole, any gap at that point will not completely close. From what you described, you probably don't have a problem. It's not structural and it's generally hidden once the surface is hinged. However, the way to deal with it is to use long reach C-clamps to close the gap before you pull the rivet.
