Default Empenage attach to fuselage RV-4

Curently building an RV-4 - Previously built and flew an RV-6a

I am ready to attach the empenage to the fuselage on the 4 and in checking the drawing (#30) section B-B it calles out a center to center on the holes of 4 5/8 aand 2 5/16 center line of hole to center line of fuselage.

Here is my question. Drilling the holes to these dimensions does not put the holes in the center of the vertical flat bars of the fuselage (horzontial) but does center them on the spars of the horzontial stablizer (vertically).

There was a revision (Rev 30 that changed the center to center of the holes from 4 1/2 to the current 4 5/8. Measuring my fuselage vertical flat bars shows the 4 1/2 WILL center the holes span wise. Does anyone know the reason for the Rev and what did you do?
