Default Socket head screws (gear leg) - torque value?

Just installed the brakes on the gear for the first time...they'll have to come off again, of course, for some adjusting of washers, etc. No biggie there.

But...I think I mucked up the torque values on the 5/16 socket head screws that go through the gear leg itself. These are the "Screw 5/16 x 20 x 1-1/2" called out C2. I torqued them to the values for a 5/16 bolt, but something tells me that's too much. Plus, I've been thinking...the *nut* is a 1/4-20 nut, so should it get torque for 1/4" bolt? Etc.

Can anyone provide some guidance here? I can't locate anything in the plans or instructions for this.
