Default Location of Mixture hole

How close do I have to drill the hole for the mixture control on my 9A? I am using the steel swivel pass through and the flange will be into the fuel pump doubler if I drill it where Vans says to. I have the vernier cable from Vans and it is very flexible. I would like to move the cable over to the left about an inch to clear the doubler and fuel line. Having never done this before I don't have a good feel for what I can get away with. I can't see why it would be a problem with such a flexible shaft but need input from others that have already been there. Thanks in advance
