Default ICOM A 24 Question

I just bought a ICOM A 24 at Oshkosh. I am having difficulty getting the VOR navigation to work. I am following the instuctions as shown but I can never get a signal. The frequency and either to or from shows up but it does not give me arrows on which direction to fly. There should not be a line of sight issue because I am a couple of thousand feet in the air and only a mile from the VOR. I am just using the stand alone radio, I am not hooked up to my airplanes antenna.

Any help would be appreciated

Default "Cone of confusion?"

Within a mile at "a couple of thousand feet" could be too close to get a decent reading, try it farther from the station. The antenna design and performance of a handheld isn't an optimal arrangement.

I have a 20+ year old Icom handheld that works beautifully for communications, but the VOR function is marginal at best.
