Default Flap Handle

I have a question regarding the flap handle for my RV4. I built my
front seat according to drawing 34, placing each of the flap handle
stops at the proper location, but I'm confused about how this actually
operates. When the flap handle is down, it is able to move between
the floor and the lowest stop. Is this correct? Drawing 34 seems to
show this as well, as it appears that the handle is approximately 3/4
inch off the floor when under the bottom stop. I think I miust be
missing something here. Thanks so much for your help.
