Default RV-7 larger rudder
would a tail kit rv 7 from aug 2006 have the larger rudder?

Yes. I think Van made the change in 02, maybe 03.

Yes. My tail kit shipped in Jan '04 came with the larger rudder.

I had RV7 70885 and it had the big rudder.

The newer larger rudder has a taller counterbalance and the riveted TE.

Default All RV-9's have that rudder.
If you have any doubt about the rudder you have, compare it to the one on any RV-9 or RV-9A.
