Default rudder balancing

how do you balance the rudder? it would be hard to tip the airplane on it side at this point vs and hs are both on.

As long as you don't/didn't get extremely carried away with adding weight during the paint finishing process, it has been found to be exceptable to just install the provided weight. Nothing more required. If you want, you can remove the rudder and adjust balance with it temporarily anchored at its hinge points while laying on it's side.
