Default no bushing in throttle arm?

In the FWF plans, why is a bushing (FF-704) called-out for inside the mixture arm but not in the throttle arm? Is it because there is more rotation around the hole of the mixture arm?

I think it's simply due to the fact that the rod end bearings at the ends of the cables require a 3/16" bolt and the hole in the mixture arm is more like .25"
