The first thing the guy complains about is that his RV-3 has a passenger warning placard even though it's single seat. Well, someone has missed the boat because a single seat homebuilt is not required to have the passenger warning placard. This is because...wait for it....there are no passengers!!

It depends on how old his operating limitations are.
The regs "used" to require the "Passenger Warning" placard for single seat aircraft.
When I built my Moni Motorglider in the early '80s it was required.

Upon further investigation, It appears that Mr. Hirschman's RV-3 was licensed in February of 2001, so the "Passenger Warning" was not required.
