Default painting over nicks in the powder coat

I am nearing the interior painting stage and wonder what to do about the powder coated parts (roll bar, seatback weldment and engine mount) that have nicks in them. Lots of nicks. I thought that powder coat was supposed to be tough, this stuff nicks and gets knocked off very easily.

Do you sand the powder coat off and start again with primer and paint? Or just sand down the nicks and then prime the whole thing?

Any suggestions would be appreciated.

If the paint is stuck real well to the underlying surface, I'd prime the nicked areas, fill the nicks with some spot putty, scuff everything real well, and paint. If the powder coat is popping off due to poor adhesion, painting over it is a bad idea.
