Default new draft FAA regs?

I apologize if this is old news, but it looks new on the faa website. There are a set of draft regs, including an AC on experimental aircraft and the new assembly checklist. It looks like the FAA wants comments by 12/15.

Does this mean that the new rules are just about done? I see the 20% fabrication rule is still there.
