Default Red Thread Marker

What is used to mark the threads of bolts that are finish tightened. I see it over the end of the bolt and on the nut, just a dot. My father used to use nail polish but I'm sure there is something better. Is it just used to mark the threads or is it actually thread locker also? I see that loctite has red threadlocker that can be used after the bolt is tightened. Is this what is generally used?

As Jamie pointed out it's called torque seal, it is used only as an indicator of nut movement, it is not thread locker. I use it after I complete torqueing the nut, I then know I have torqued it by a quick look. Self locking nuts do not need thread locker. Fingernail polish works as well, they are both lacquer as far as I know.
