Default torque rudder pedals

Each brake pedal is attached to the rudder pedal assembly (the poweder-coated steel assembly) by AN3-5 bolts, castle nuts and cotter pins. Should these be torqued? If they are torqued, won't the friction prevent the brake pedal from rotating smoothly/freely in the assembly when the brakes are applied?

Do not torque. The shank of the fastener serves as a pivot for the pedal. The nut and cotter are just there to keep the pin in place. In hindsight, I would have preferred to use one long bolt passing thru both ends of the pedal. This would help to prevent any twisting moment.
