Default New FAA Rules pending

I just read the article this month in Kitplane that the FAA is looking to change the 51% rule on homebuilts. I am not going to build the QB way do I need to even worry about this? It seems the focus around this topic is in QBs. If this will affect the non QB builders then I am going to start building sooner than I planned. I was going to purchase my tail kit after I finished my IFR rating. But since these new rules would not apply to current builders I may start earlier. Any thoughts?

According to the EAA, the FAA is going to grandfather in the already approved kits, QB or otherwise.
