Default tank attach before bottom skins?

I'm going to tackle my bottom wing skings this weekend. Question - does the fuel tank need to be bolted permanently to the spar before riveting the bottom wing skins, or can these bolts all be reached easily from the access cutouts? Right now I just have a few of the bolts holding the tanks on.

Default Tank Attach

I'd attach the tank; bolts should be torqued and although you can reach them, it's much easier to properly torque them with the bottom skin off.
