Default Fuel Tank Final Assembly Sequence?

SO...if I do the baffle before I do the inspection plate, I can make sure the fuel pick-up isn't clogged with sealant and see a bit of the baffle seal from the inside, BUT then how do I seal the plate screws on the inside?
OR...I could do the plate before I do the baffle and just hope the pick-ups are clear?

Default Baffle first . . .

The inspection plate should go on last - after all that is it's purpose If you smear a bit of FuelLube on the screws they will seal just fine.
