Default Communicate with FSDO?

A thread on the RV8 forum ( engine change)prompted me to start thinking about this.

As I approach getting my plane back in the air I am wondering if I must (officially) re enter Phase 1 or communicate with the FSDO.

I am REPLACING my engine, prop, and entire wing with the same models/design.

My operating limitations for phase 1 and 2 only address major CHANGES.

In perusinging the FARs 43, 21, 8130.2f, it appears to me that I am not making major changes or major repairs just replacing components with like components.


So my questions are:

Do I need to communicate with the FSDO?

Other than prudence dictating a period of solo test flight must I re enter phase 1 from a regulatory standpoint? Since I am a long way from my initial approved phase 1 test area this could prove to be problematic.

If you are replacing with same models of components, etc. with no major modifications, you just need a logbook entry.
No requirement to notify the FSDO.
