Default Cleveland Wheel Paint Not Adhering

I'm assembling my wheels and brakes and the paint on my Vans supplied Cleveland wheels scrapes off with a fingernail. See right flange before and after photos above. Anybody else seen this?

Thanks,

Just pulled mine out of the box after reading your post and, try as I might, I can't scratch the paint with a fingernail. Maybe I'm a wuss.
