Entered melbourne then clicked on the NOTAMS section for KMLB. It appears that you can enter the area between 30 and 40 NM from the center if you are on an IFR or VFR flight plan, have a preassigned transponder code and are talking to ATC. Read A0279/07 (FDC 7/1242).

New Smyrna may be ok but from my map it is close.
I had a similar event perhaps two years ago where the inner ring went to the south end of our runway. We had to depart northbound even though the RV could have turned eastbound before reaching the inner TFR ring.
I recall that calling ATC in advance resulted in conflicting advice on procedures.
Call the FBO at New Smyrna and ask them. They should be very familiar with this issue and can tell you if they are outside the 30 nm ring.
