What does that tell you? That it doesn't *need* to be switched on or off, and can simply come up when power is applied via the Master.

I have no Avionics Master, and I just leave everything on all the time. A few items drop offline and then come back up during engine start, but so what? It won't hurt them. They're *designed* to deal with this sort of event (a power drop below the minimum voltage to operate), after all...it's what a *switch* would do, or the on/off switch on the unit if it has one.
