Default Negative Flap

I have seen a few aircraft (CTSW, Lancair) that achieve significantly higher cruise speeds when the flap is set 'negative'.

This obviously affects stall characteristics and is only selected to negative above a certain speed, and back to 0 on slowing down.

Has anyone attempted this with an RV, and what was the effect?
