Unhappy Leaking carb Question?

I was going to start the engine for the first time but gas keeps pouring out of the carb whenever the fuel boost pump is on. Is this normal? What should I do? I don't want to start a fire.

This is not normal. Sounds like you may have stuck float, sunk float or a piece of debris between the float needle valve and it's seat, in the carb. Carb should be removed disassembled, float checked and set and needle valve inspected.
You could also have too much fuel pressure coming out of the boost pump. This should be less then 8 psi, normally between 5psi and 8psi.
