Default Remove Primer-do I use thread seal on the plug?

I am about to remove my fuel primer system. When I put the little plug into the cylinder, do I need to use thread seal or locktite on the plug? Also, any torque value here?

Those are pipe threads so just make sure it is tight. I would use the white Permatex high performance thread sealant.
