nose wheel fairing question

Regarding the nose wheel bracket U-713C: How is the bracket mounted at the nose wheel bolt? Is it pressed between (under) the nose wheel nut and bolt head? or just trimmed to fit around the bolt and washers?? With the hard attach point being the Allen screw further forward on the nose wheel fork?

Follow the plans exactly in regards to the washer callouts on the axle. They create a gap for the slot in the bracket to slide in. After it is slid into place, the 3/8" bolt at the front is installed and tightened. There has to be a hole in the fairing to access the 3/8" bolt in the finished state.
