Default crow seatbelt question

I just got Crow 5 point seat belts and I was wondering about the installation. The holes in the shoulder and lap attachments are exactly the same size as a AN4 bolts. There is supposed to be a bushing that fits into the hole of the seatbelt attachment hole in the hole of the crow attachment. I assume that the bushing is there to allow the fitting to swivel and then allow the bolt to be torqued.

Interestingly, the crotch attachment has a hole large enough for a bushing, yet it doe not need one.

I assume that the swivel part is the required and that I should not use washers to bridge the gap on the shoulder attachment and just not used a bushing for the lap belts.

Any thoughts?
