Default drain valves included in kit?

Are the fuel drain valves supposed to be included in the kit? I got the pre-built tanks but these didn't come with drain valves.
Also, should the drain valves be put in with proseal on the threads?

They are included on the standard slow build. No proseal on the threads, use fuel lube (ezturn) on the threads.

They are included (in one of those lunch bags). I couldn't find mine right away and ordered some more, and of course when they came in........I found the originals right away. I figure it's always good to have some spares on hand in case of leaks.

No proseal required.
