Default propeller paint peeling

After a year of service the Hartzell prop on the IO-390 shows paint peeling. Should this be fixed or just leave it? Would painting require re-balance?

That?s a defective paint job. Hartzell may cover it under warranty even if it?s just past the warranty window. Even if you had flown through rain, only the paint on the leading edge would be eroded. Give them a call. Unfortunately, it will require removal of the prop.
