Default Tank Dies?

As a new builder, I am a little confused about the difference between tank dimple dies and regular dimple dies. What is the difference and why not use tank dies everywhere?

Basically it leaves space so you have tank sealant between the rivet and the structure. You would only want to do this for the actual tank itself.
