Default RV-14 Part Numbers Question (Trivia)?

@Scott M.

The RV-14 tail section shares a lot of parts with other airplanes. But sometimes the part appears to be somewhat modified version of the part from another model.

For example the HS spar for the 14 is part number HS-00903-1. The similar part, in two pieces for the 9 is HS-903.

Since its a different part, why wasn't it numbered HS-01403?

This is trivia I'm curious about.

A decision for internal information as much as anything, since it actually is exactly the same as two HS-903's, but in one continuous piece.
