Default Leak testing fuel tank

Closed up my second tank 3 days ago. Found one small leak at the fuel drain fitting flange. The leak is between the tank skin and the fuel drain fitting flange that is riveted to the skin. Should I try some more sealer on the outside, or take out the sending unit and try to gain enough access thru there to rivet the flange on again ?
It leaks 7 inches of water pressure in 10-11 minutes as it is.
Any suggestions ?
