Default Cutting control cable

I need to make this control cable shorter. There's a tag saying not to pull the cable out or some ball will fall out. So how does the outer part get cut?
Is it possible to take it apart and reinsert this magic ball?

Default Cutting control cable

The silver button on the T handle operates a locking ball inside the housing (somewhere near the hex nuts). Put a cloth or pan on the bench when disassembling to catch the ball. Cut the wound outer cable, reinsert the wire and T handle and insert the "magic" locking ball as you slide the T handle into the housing. Reinstall the CAUTION tag

I was able to cut my heater control cable (similar) without disassembly- just carefully cut off outer sheath with snips, leaving inner cable intact. Slide off sheath, then cut cable where needed.

I used a triangle file and just filed the outer cable. It is only a single wire and it will be done in 15 seconds.
