I was told that some pillowing is normal there, and some can be allieved by breaking the edge of the lower fuselage skin. I did get the "pillows" to even out some by careful sequencing as I final drilled out to #19 holes, and I rolled a break on the edge. http://www.cleavelandtool.com/Edge-F.../#.WwrmF6M2x9A
