Default 1/4 turn fastner question

On the side cowl fasteners does it matter if the recepticle strip is on the upper cowl? To me it makes more sense but I see it on the lower cowl most of the time. Thanks in advance!

Default I thought the same thing but saw the light . . .

It would probably not be a good idea. The upper cowl has to spread a little to install and that is hard to do to spread over the fuse and tuck in the lower cowl.

And, make a rail on the lower cowl or there are just teeth to catch snag and make it difficult.
