Thoughts on hinge brackets - scuff / paint?

I'm working on the RV-14A horizontal stab. Instructions say to "scuff if you want to paint later".

Looking for recommendations:

1. Leave powder coating as is. I'm inclined in this direction, but haven't really thought much yet about paint schemes. Probably something like Mitch Lock's plane and the factory demonstrator.
2. Scuff now to paint later.
3. Scuff later if I decide to paint
