I recently Pro-Sealed and riveted the trailing edges to my elevators and did a really good job. Almost perfectly straight and little pillowing. Of course there is a catch. The elvator fell off the shelf that I had it on somehow; and luckly took most of the impact on the steel horn with no more damage than scratches. It did bend the outboard tip of the trailing edge about a 1/16 to 1/8" up however. I am scared to mess with it though because I don't want to make the situation worse than it already is. The edge is still straight down the long axis, just the tip is bent up toward the top skin.
I don't KNOW the answer to your problem, and maybe someone who does will answer your question. But, one of the builders in our builder's group built the straightest -9A edges you could imagine. I asked him what his secret was and he said he simply straightened them by hand after riveting. If you don't get any better answers, it may be worth a try.
