Remove powder coating to prime steel parts?

I'm surprised not to have found this question here before...hopefully it's not controversial

In some parts (e.g. aileron pushrods), the plans call for priming the steel tubes inside and out. However, some of those tubes already come powder-coated on the outside - should I strip the coating to prime, or is the coating a good enough corrosion barrier? (I'll definitely prime the inside)

I would not do anything to the powder coated surfaces however I always primed the inside of the tubes.
