Re-Drilling HS Attach Brackets

We had to rebuild and install the attach brackets for our horizontal stab (RV-10, if it makes a difference to this question). The plans call for a 1/8 inch drill to match the spar/doubler followed by a #30. Van's told us to carefully go through the spar/doubler and re-drill. We're new to all of this (and having a ball!).

Should we follow the plans approach by match drilling and then final drilling?
