Fuel pump assembly torque

I have reassembled the lower half of my Tempest fuel pump after checking the internals for debris. The long bottom screws go through raised portions of the cap to apply an even pressure (I assume) to the cap. Can some one point me to a torque spec for these screws or advise otherwise how to tighten them?

I'm a little surprised these are not safety wired although there was thread locker on the them (also re-applied).
