Default Government enforcement action

I have followed the discussion concerning the ADS-B mandate here and other forums. The utilization of airspace is sufficiently clear with ADS-B installed and certified, yet I have not read or heard how the Government intends to enforce infractions of airspace by non equipped aircraft. What kind of action ie, intercept by military aircraft, radar following or other means do they have at their disposal to enforce this mandate? Flying high here in Colorado, pun intended, I can visualize a situation where occasional infringement of 10000 MSL or 2500 AGL could occur for terrain and weather considerations.
