Default wheel pant hardware

Hey all, I inserted the stainless steel flat head .250 dia. screw that holds the outside of the RV10 main wheel pants onto the wheel nut extension today and had to install/remove a few times to get the countersink correct. The screw has a line of paint type substance on it that I assume is to lock it in the wheel nut extension threads. Just wondering what this substance is and how I can replace it or secure the screw into the extension for final assembly?

You could use blue locktite.

Do not use red-------
