Question Cooling plenum clearance ?

My -3B cowl fits close to the cylinders, maybe 1" clearance. My question is how functional is the raised area between cowl cheeks over the case ? Can the plenum continue over the case with minimal clearance, or should it raise up like the cowll to provide pressure equalization between sides?

Also, the cowl is so close the cylinders that there is not much room for engine shake. Should a -3 just use the old flexible seals and forget the plenum approach ?
