Default Oil canning -7 and the -14 design

I was looking at a -14 tailcone under construction at the build assist shop where I am finishing my -7.
I noticed that in the section where the -7 is prone to oil canning that on the -14 Vans uses a J-channel that is riveted to the skin only. The ends of the channel are not connected to the bulkheads on either end.
I know that from a previous thread that it was recommended to attach the J-channel to the bulkheads and on the -10 the same J-channel is connected to a rivet in common with the bulkhead and skin on each end.
I am sure they have thoroughly analyzed the design so making this mod to a -7 should be quite simple but I am curious why the differences.

Any opinions?
