Default Flutter induced by unexpected parts

I looked out the window in cruise today and saw the plastic strip from my right aileron flapping wildly behind the control surface. It had been taped with sailplane white tape under the aileron to correct a heavy wing.
I was on autopilot and felt nothing through the stick. I switched off the servo right away to be sure it was not masking any vibration tendency.
I was in a descent and pretty well nudging the yellow arc.
After a while... the whole piece (about 7 inches and tape streamer too) departed to places unknown.
The question I thought about... of course, was whether such a trailing piece of junk could induce flutter in the ailerons. Now the tape probably damped the massive movement... but that was just luck. The piece could have been halfway dragging and therefore having a more pronunced link to the surface.
Anyway, I never gave it a thought... when taping it on there initially Now, I am pretty sure I am going with some industrial adhesive of some sort.
Anyone else ever have this happen?
