Default Rudder attach corrosion

During annual I found some surface corrosion on the rudder attach brackets. Did a search and did not see any info on best way to address it. I pulled rudder off and used some scotch brite and was wondering if there is a better way to get around the crevices. Paint job is not that great. Looks like it was painted with the rudder on and did not have a good coat of paint on bottom of brackets.

Also a recommendation on primer and top coat. I picked up some zinc chromate primer and some epoxy prop paint at spruce at Osh. Not sure if that's the best coating or not.

Plane is 14 years old.

Any input is appreciated.
