Default King KT 76Transponder Mode C not transmitting

I have a King KT76 Transponder. Recently the mode C has not been transmitting. I had the Transponder bench tested at Bendix and everthing was fine. Any suggestions on what would be causing the mode C not to work?

First thing I would check is the encoder. This is what provides mode C information to the transponder.

Default Mode C Inop

Next thing I'd check is the strobe line. It needs to be connected to the ground. Don't ask how I know...
