Default Rear wing spar bolt cotter pin

I'm struggling to get the cotter pin in the rear wing spar bolt. The hole is lined up perfectly on one of the slots in the nut. Spent about an hour trying to get it in.

The plans call for a 208 cotter pin. When I got home I looked up the size of the shank hole in a AN5 bolt. It is .076. I looked up the size of the 208 cotter pin. It is .078. No wonder it is difficult to get in!

What's up with that? Can I use the next size down? That would be a 132, which has a size of .0625.
